A Message from Mayor Joseph Mancino

Dear Residents,

The Village continues to mount opposition to the proposed Route 53 Extension. To see the latest NBC Channel 5 news video coverage this week, click HERE. Village leaders have been attending all meetings involving the planning process – known as the Tri-County Access Project (TCAP) – which the Illinois Tollway launched earlier this year to renew studies of the Route 53 proposal.

This month the Village rejected the terms that the Tollway sought to impose on Hawthorn Woods and other members of a “Stakeholder Participation Group” that was created by the Tollway as a required inclusion of local constituencies affected by the costly and polarizing Route 53 proposal.


Under an Operating Agreement that the Tollway asked all members of the Stakeholder Group to sign, the Village would have had to promise, in advance, to reach a general understanding of agreement with whatever recommendations the Tollway makes at the conclusion of the Route 53 studies. Since the Tollway has championed the Route 53 Extension for generations, the Agreement would have put Hawthorn Woods and other opponents of the Route 53 Extension into a compromising position, forcing us to choose between representing our interest in the planning process or giving up our right to disagree with any final recommendations we cannot support. Several other groups also expressed that the terms of this Agreement was simply too high a toll to pay.


The Village of Hawthorn Woods supports many initiatives to reduce our traffic congestion.
  1. We support the expansion of east-west roads to the Tri-State tollway 294 to the east and Route 12 to the west.
  2. We support the grade separation of the CN tracks at Gilmer Road, Old McHenry Road and all other crossings that delay traffic on several occasions throughout the day and night.
  3. We support the expansion of Route 120 East-West to accommodate residents in the central part of Lake County. 
  4. We support the improvements of Route 12 to increase traffic flow to the north.
  5. We support the decommissioning of the Route 53 corridor and planning its reuse as a multi-modal trail system in central Lake County.

To stop the Route 53 highway project in its tracks, we will all need to mobilize and stay involved in the process.
